Living Labs and clusters. Which governance in European strategy for 2020 ?

In the framework of the European project MedLab, the Mediterranean Institute organizes a seminar to discuss on links between Living Labs and clusters and their impact on innovation regional governance in Europe 2020. A « Living Lab » is a new form of innovation aiming at involving users in new services and products creation, of which they will be the beneficiaries. This very innovative approach intends to replace traditional innovation processes and is widely supported by the European Commission. « Provence-Alpes-Côte d’Azur » (PACA) Region is one of the pioneer regions in Europe in Living Labs implementation in its innovation policy through, in particular, PACA Labs programme.
Clusters, more ancient, are also one of the pillars of innovation development. PACA Region has created its own regional clusters: PRIDES (Regional Poles of Innovation and Economic and Solidarity-based Development). This seminar gathers around MedLab project partners researchers, representatives of public power, European experts and Living Labs and clusters members in order to bring their enlightening comments on different

  • Are Living Labs bound to exist alongside clusters, or even to replace them?
  • Does an extension of Living Labs imply to rethink traditional tools put in place in innovation regional policies and how?
  • Do Living Labs intend to diversify their tools, mainly focused on information technologies?

MedLab project, supported by the European Union, gathers representatives of 6 member States with the objective to create a transnational Living Lab on a Mediterranean scale. Governance axis of this project is coordinated by the Mediterranean Institute.

The Invest in Med programme aims at developing sustainable trade relationships, investments and enterprise partnerships between the two rims of the Mediterranean. Funded at 75% by the European Union over the 2008-2011 period, it is implemented by the MedAlliance consortium, which associates economic development organisations (ANIMA, leader of the programme), CCIs (ASCAME, EUROCHAMBRES), and business federations (BUSINESSMED). The members of these networks, as well as their special partners (UNIDO, GTZ, EPA Euroméditerranée, World Bank, etc.), gather a thousand of economic actors - mobilised through pilot initiatives centered on key Mediterranean promising niches. Each year, a hundred operations associate the 27 countries of the European Union and 9 Mediterranean partner countries: Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, Palestinian Authority, Syria and Tunisia. www.invest-in-med.eu
