Description : this first operation had the purpose to concretely define an Action Plan for the development of clusters of SMEs operating in port logistics in the port areas of Tunis-Rades, Tn; Tangier, Ma; Port Said, Eg. The group of experts visited to partners, stakeholders and leading port organisation of Egypt, Tunisia and Morocco for: 1. analysing the state of art (SWOT analysis and clustering mapping); 2. identifying and planning concrete action to promote clusters and logistics platforms as vehicles of development of these areas; 3. defining a project to submit at the European Neighbourhood and Partnership Instrument - Cross Border Cooperation "Mediterranean Sea Basin" (ENPI CBC MED) for the implementation of the above actions.  During the 3 missions (to Egypt, Tunisia and Morocco) the group of experts  exchanged experiences and transfer knowledge among the involved partners in the field of port logistics services and clusters of SMEs. This activity planned in the same period as the Short Term Missions, in order to enhance the level of the experiences sharing among partners and EU experts. The mission paved the way for the subsequent activities. The operation is managed by the CSPI, Cagliari, with the technical support of CIREM-CRIMM Centre for Research on Mobility and Modelling, University of Cagliari).

Beneficiaries : The beneficiaries of the operation are the Med partner organizations (GAFI, CEEBA, CC Tunis) and the Med beneficiaries (leading port organizations from Tangier) that may increase their capacities of  development of port logistics services. The SMEs operating in the sector benefited of the EU mission because of the definition of the Strategic Work Plan for the regional clustering development.

The Invest in Med programme aims at developing sustainable trade relationships, investments and enterprise partnerships between the two rims of the Mediterranean. Funded at 75% by the European Union over the 2008-2011 period, it is implemented by the MedAlliance consortium, which associates economic development organisations (ANIMA, leader of the programme), CCIs (ASCAME, EUROCHAMBRES), and business federations (BUSINESSMED). The members of these networks, as well as their special partners (UNIDO, GTZ, EPA Euroméditerranée, World Bank, etc.), gather a thousand of economic actors - mobilised through pilot initiatives centered on key Mediterranean promising niches.
