How to set up sectoral and cluster-based overseas promotion networks? How to restructure your overseas presence and your promotion strategy following the latest FDI and international trade trends? How to design and implement differentiated approaches for different markets (how to address SME / key accounts needs, how to deal with cultural differences, etc.)? How to measure the performance of your network? How to improve it by creating the right incentives? How to target the right markets?

The seminar addressed a relatively new challenge: the growing synergies between trade, innovation and investment within global value chains are weakening the institutional boundaries between export, innovation and FDI promotion players. Capacity building operations and transfer of institutional know how for the setting up, evaluation and management of innovative overseas promotion networks are badly needed.

Frontiers are getting blurry. Many Investment Promotion Institutions are also in charge of Export promotion (see for instance COPCA for Catalunya, or Export Plus program by IDAL in Lebanon), and are asked to support the internationalization of their clusters (including the valorization of local innovation). Meanwhile, a trend towards more decentralisation is bringing new players into the global battlefield of territorial internationalisation, even on the Southern rim of the Mediterranean, where regionalisation encourages local authorities and chambers of commerce to launch local initiatives, welcome foreign delegations, without a very effective coordination with national export & investment promotion players.

When all these stakeholders operate abroad, synergies should be even stronger. Export & FDI promotion agencies are already represented abroad by embassies and their commercial attachés, when they do not hire their own agents or open their own offices. Meanwhile, more and more local authorities, clusters, chambers of commerce or business federations are forced by the globalisation process to invest, sometimes together, too often separately, in order to be better represented abroad, while the recently set up MED technoparks and industrial zones need to internationalize as early as possible.

How to turn a constraint into a competitive edge and maximize the benefits reaped from this presence close to strategic markets, techologies or investors?

This 2-days-and-half seminar (8-10 november 2011) allowed each participant to compare both costs and advantages of the different strategies followed by European and Mediterranean pioneers. It provided participating clusters, CCIs, regional business federations and export & FDI promotion agencies with operational tools helping them establish a presence on the right markets (targeting), forge sustainable institutional partnerships, define relevant objectives for overseas staff, and to right-size the means (legal issues, material means) necessary to set up efficient overseas promotion networks.

Target: the participants (60) were be top executives from Euromed public institutions (Investment Promotion & Development Agencies, Local and Regional Authorities, Local and National Clusters, Chambers of Commerce and Industry, etc.) dealing with investment, trade and partnerships promotion and facilitation. They were International Developments Managers for Cluster, Overseas Promotion Directors, Foreign Offices Directors, etc.

The Invest in Med programme aims at developing sustainable trade relationships, investments and enterprise partnerships between the two rims of the Mediterranean. Funded at 75% by the European Union over the 2008-2011 period, it is implemented by the MedAlliance consortium, which associates economic development organisations (ANIMA, leader of the programme), CCIs (ASCAME, EUROCHAMBRES), and business federations (BUSINESSMED). The members of these networks, as well as their special partners (UNIDO, GTZ, EPA Euroméditerranée, World Bank, etc.), gather a thousand of economic actors - mobilised through pilot initiatives centered on key Mediterranean promising niches. Each year, a hundred operations associate the 27 countries of the European Union and 9 Mediterranean partner countries: Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, Palestinian Authority, Syria and Tunisia. www.invest-in-med.eu

MED ACADEMY - Setting up and managing an overseas promotion network

The deadline for registration has been set for 30 September 2010.The candidates will be informed of the results of the selection process in early October.

Participation to the seminar is free of charge. Qualified participants from the MED countries (Algeria, Tunisia, Egypt, Palestine, Israel, Jordan, Lebanon, Syria) can apply to have their travel and stay expenses covered. Participants from Morocco should have to cover their travel expenses and some of their stay expenses. Participants from EU countries or other Mediterranean countries will cover their own expenses for transportation, accommodation, and certain meals.
